Overview of the Paso a Paso Network
Paso a Paso a network of community organizations and individuals in Taos County that support families with young children, from prenatal stage to eight years old. Network members represent health, behavioral health and family support services; early childhood education and care, special needs and early intervention. Paso a Paso is a mechanism for those organizations to build relationships to coordinate efforts and collaborate on initiatives that ensure high quality services as well as communicate the importance of the early years to our community. Paso a Paso Network members respect families as their children’s first teachers, that young children be valued as our youngest citizens.

The Paso a Paso Network has long been recognized a model of collaborative impact in New Mexico and maintained long-standing relationships throughout Taos County
History of the Network
Paso’s origins are in the late 1990s. Growing out of the Los Pasos Early Childhood Transition Team, formally assisting families in the transition from early intervention programs to public schools. This led to the Taos Early Childhood Community Network (TECCN), an informal information sharing group that recognized the need and value of all programs (developmental, mental health, education and support services) to ensure the success of young children and their families. In 2004, an Early Childhood Task Force of TECCN formed to identify service gaps and policy needs for early childhood education in Taos with the goal of becoming more action oriented and influencing state wide policy. The Task Force was pivotal in securing state funding for the NM Pre-K initiatives and First Steps Home Visiting in Taos. By 2008, the Paso a Paso Network structure of early childhood professionals was formalized with funding from HRSA’s Office of Rural Health Policy with a focus on systems change. The most recent Paso a Paso Network Strategic Plan was created in 2023 with funding from the New Mexico Early Childhood, Education and Care Department.
Paso a Paso means Step by Step and the name acknowledges our roots in the Los Pasos Early Childhood Transition Team in Taos - one of the first of it’s kind in New Mexico.
